Why aren't scalpers prosecuted?

Scalping is illegal in Manitoba. Many sites, such as this one ( http://www.ticketliquidator.com/tix/winnipeg-jets-tickets.aspx ) are blatantly scalping. Regular hockey fans like myself want to see the Jets but don't want to pay over $1,000 for a ticket. What do we have to do to have the police charge the scalpers and put them out of business?

If someone has season tickets but can't make a game, I would gladly pay him for his tickets. You could make a case that he should sell them for less than face value because that's better than letting the seat sit empty and getting nothing, but I'm not crazy. I would happily pay a small premium to compensate him for the trouble of getting the season tickets in the first place.

Can we start a groundswell to stop illegal scalping?
